Wizards generally don't start with the fireball right off the bat they need to level up to gain access to more advanced spells. Likewise, non-wizards can start with the Molotov cocktail and graduate to more advanced DIY munitions, like pipe bombs, flamethrowers, etc.

Don't compare a high level wizard to your run of the mill protester, compare to a domestic terrorist like Timothy McVeigh.
