OK, slitting throats killed the enemy. Fine.

Why cut off dicks after this? Strange paraphilia? Taking dicks as trophies? Dehumanise the enemy? Imagine going to the effort on an exposed battlefield to get a corpse in position to be able to cut off the trousers and find the dick under the clothes to cut it off in a bloody mess (chopping off a dick from a fresh corpse will bleed like crazy). WTF

They didn't state the order these things happened in...

Pinning down 2 live soldiers enough to chop off a dick sounds even more difficult!

They were likely outnumbered and being injured during the whole process.

The VC also could have removed them after being dead. I think it was less about they wanted to do it and more about psychological warfare. The whole platoon will be talking about those poor dismembered men and they may be worried theirs is next.

It doesn't to me if you walk up on them sleeping. If you have 4 people it's easy peasy, 2 put their weight on their face or chest and the other two go to chopping.
