Lets be honest: its a screenshot from a news I cannot find at newsweek.com. https://www.auswaertiges-amt.de/de/service/laender/usa-node/usavereinigtestaatensicherheit-201382 (german) states there is a dangerous winterstorm and some demonstrations with possible riots.
Without a valid source I'll consider this fake (or at least misleading) news too.
