Anything coming from the State is propaganda. ๐คท๐ผ
A problem is that rhetoric is dismissed out of hand simply because it's agreed with by a US enemy state actor, even when it doesn't originate from a state at all.
Too many liberals follow the axiom "if Russia believes X, then X must be false" and don't even bother to examine the veracity of X.
The new bogeyman is China.
Both Russia and China have never stopped being boogeymen since their respective socialist revolutions, really.
