"There’s been an A-B test for decades on how you lead in technology, and it’s very obvious what the recipe is,” said Kratsios, director of the White House Office of Science and Technology Policy and one of the nation’s leading artificial intelligence advisers.

Micron has found a way to add new DRAM manufacturing capacity in a hurry by acquiring a chipmaking campus from Taiwanese outfit Powerchip Semiconductor Manufacturing Corporation (PSMC).

The two companies announced the deal last weekend. Micron’s version of events says it’s signed a letter of intent to acquire Powerchip’s entire P5 site in Tongluo, Taiwan, for total cash consideration of US$1.8 billion.

The United States banned approvals of new telecommunications equipment from Huawei and ZTE, opens new tab in 2022 and has encouraged Europe to do the same.

Though Americans have been slow to embrace electric vehicles, Chinese households have learned to love them. In 2025, 54 percent of new cars sold in China were either battery-powered or plug-in hybrids. That is a big reason that the country’s oil consumption is on track to peak in 2027, according to forecasts from the International Energy Agency. And Chinese E.V makers are setting records — whether it’s BYD’s sales (besting Tesla by battery-powered vehicles sold for the first time last year) or Xiaomi’s speed (its cars are setting records at major racetracks like Nürburgring in Germany).
