I think after ~13,000 years we can safely consider them indigenous.

I'd like to agree with you. I'd like to not be told 150 years isn't enough but 13000 is both magically valid and oddly accurate for 'time immemorial'. I'd like people to agree both groups came from away or didn't, because it's hypocrisy otherwise and I don't like believing our 3rd-phase immigrants are being natalist about our 4th-phase immigrants.
