Who do you think ordered and paid for the report? Virtually everything RAND does is paid for by the US government, mostly the defense & state departments. The space between RAND and the government is paper-thin, with virtually no sunlight. It’s not called a “military-industrial complex” for nothing.
I'm aware. A think tank is still not the government, even if they're extremely closely intertwined. Don't piss in my face and tell me it's raining.
