Yes, communist parties purge people who are not communists, are incompetent, or are otherwise detrimental to the purpose of the party.

That is different from executions, which tend to be saved for desperate circumstances, nazis (not frequently enough, see Hungary), corruption and negligence resulting in mass human death, and people less reformable than Pu Yi.

No, those executions fall under desperate circumstances, Nazis, corruption and negligence.

Though in practice, there were a lot of locals using the government to settle old scores, until further centralization restricted those abuses, see Life and Terror in Stalin's Russia

I understand similar mechanics occurred during the Cultural Revolution, but I haven't done enough investigation to form a strong opinion there. I really should ask some old folk around here about their experiences.
