This is a most excellent place for technology news and articles.
For those who didn't read, it's not an enforced cap. It's a recommendation. This is essentially just a PSA framed as an ordinance.
Ok. I was already starting shouting "crazy fascists!". I'll postpone the shouting until they start to enforce this recommendation.
I think that's a very wise position. It could be testing the waters or even an attempt at setting precedent.
If it were an enforced cap, I'd be wondering who it was that had the shares in a desktop/laptop/"real computer" manufacturer—forbidding smartphones ≠ forbidding screens or Internet access.

Nice, print some paper, maybe some leaflets. Pat the person that does the writing for it on the back and pay some taxes
