Its not in effect yet and you will still be able if the developer of the app signs the app with their verified email which is 99% of the apps. You can also just disable Google Play protect. I'm a dev and poke ADB every day for security tests.
Don't get me wrong it's still very bad news but Apple's side is infinitely worse.
