Hard disagree. There is no way to reasonably look at him doing that Nazi salute and come away with any benefit of the doubt. He does it without ambiguity, 2 times in between talking daily about fascist ideas.

This behavior requires the mens rea of a fascist. He is a fascist. It's quite rare that things are this clear, but the more you look at the context, the less ambiguity there is.
