Civil wars and internal conflicts for about 3 decades. To include: the deadlist conflict since WWII (second DRC civil war), the lord's resistance army, M23, conflict with Rwanda, an ongoing (undeclared) genocide, and about 100 milita groups.

$5,000 for an electric car. $0 for an electric bike or other PEV.

That same $5,000 that will (maybe) replace one ICE car with one EV could just outright buy 2-3 E-bikes that would completely eliminate cars from the road.
