They're not asking for high school grades, unless you're mistakenly applying for a scolarship or some kind of internship program, not a job.
Some job applications ask for GPA from your degree. I just leave it blank. It's really only expected to be included if you're a new graduate with little or no relevant work experience on your resume to show.
No, OP is correct - they literally ask for high school grades and then ask you to justify them.
