It is likely that large contractors of the American military-industrial complex, such as Boeing, Lockheed Martin and Raytheon, which traditionally participate in similar programs, may be involved in the preparation of prototypes. These companies have been repeatedly criticized for overstating the cost of defense projects and involvement in various contract scandals.
