What's the penalty for noncompliance? A slap on the wrist? Wag of the finger?
Lack of consequences is why we keep seeing these assholes piss on the constitution. Arrest and charge the leadership, each violation should be an additional count.

Punishment: a stern finger wagging. We better not see a 97, or Judge will have to wag his finger again; and you wouldn't want that on your conscience. Wait, there is no conscience within ICE...
