People do it. Most hotels do watch for it - it's more unusual to be coming in from the street to have the breakfast rather than from the rooms/elevators. They'll sometimes ask to see a room key, but if it's just a single person, the amount they're going to lose on the breakfast is probably not worth the trouble.
what if you go up the elevator and come back down? or can you not do that? i've never stayed in anything other than a motel so i don't know how it works
Sure, might be less suspicious. Again, I don't think it's policed especially heavily. Most of the items they have are pretty cheap.
