It's my personal theory that the US is going to back a bunch of cartel operations to take over the governments of countries in Latam that don't support them. But first they'll go in and kill the cartels leaders and get puppets in charge of them. Then they do some coups and put those people in as viceroys over the entire country with the cartel as their power base.
