Not saying I agree or disagree with you, or what they did. I am however armchair quarterbacking here. To that end, resources are limited. Priorities have to be picked. The concept of not spending money on an low P-win, so you can instead spend it on higher P:-win is not cowardly, it's pragmatic. Thinking big picture with a longer term strategy is not something the Ds have been accused of doing too much of; this might have been their attempt.
Again, not really agreeing or disagreeing because I don't know enough info say if they made the right choice or not. Certainly the Rs felt it was worth playing that little game and they really have been accused of being strategic with their political plans. But the concept itself is absolutely sound.
