Based on the regulation as written, approval is granted only if the company:

Fully reveals their entire supply chain
All business relationships and contracts
Justifies why they aren't producing in the US
And provides a detailed step-by-step plan with a fixed schedule for moving production to the US
Which is then monitored by the government
