Which window is his?
It's probably reasonable to assume all of the 14th floor windows are his ..
... and if we were to count those floors, from the outside of the building for some reason, is America a 'Ground Floor is 1st Floor" or "Ground Floor is 0th Floor" kind of place?
That would be a question for an American =) that said, given the assumed location of the building it's probably also safe to assume that the occupants of the 13th and 15th floors are also big rent seeking pieces of shit. So maybe cast a wider net ..
