Sharing that data allows agencies that issue driver’s licenses to verify that a person doesn’t have duplicate licenses in multiple states.

Umm, ok? Why should this be important? Driver's licenses should be about driving, not residency or being a unique identifier. If you want to take a road test in multiple states you're just extra licensed. It never should have been coopted for anything more.
