Probably because arrogant twats refuse to reckon with and address the inherent sins of any colonizer state.
It's always so much easier to blame foreigners after all.
Also, Canada actively imported fascists after the end of WW2 to break up the nascent labor movement. There's a reason we still have a bunch of nazi monuments here.
We had Japanese Camp in BC that were awful but POW camp in Alberta where Nazi escaped and come back because it was easier to live in than to try to survive hidden. Deux poids, deux mesures like we say
