Then this meme makes no sense.
I think you've missed the point entirely.
It's a way to highlight American exceptionalism that paints an orientalist picture of China passed through a very Western oriented lens and pretends it's the objective truth, while ignoring that they're entirely projecting the failures of their own system on China with absolutely no evidence
