not correct - you can start working and become an apprentice

You can't work in a trade without a trade licence, and you need to complete a 4 year apprenticeship to get that.

Only licensed tradesmen can employ apprentices that's why there's always a shortage, it's a guild system.

This guy is too old to start an apprentice, they are usually school students.
