It's Ken Jennings and he probably knew the correct answer, but he was so far ahead he took the loss to make the joke. Respect.

Let's get real. The people who wrote the answer were fully aware that somebody might respond with "What is a hoe?" They were trying to bait it.

It's the Jeopardy version of those Family Feud moments where they're like, "Name something that is harder in the morning than in the afternoon," so that they can be absolutely gobsmacked when a contestant says, "a penis." "We really thought people would say 'going to the gym,' and never once considered people would say 'penis'. OKAY SHOW ME..... PENIS! What? The number one answer is penis?! I'm shocked. SHOCKED."
