Regretful cities aren't sure how to cancel their surveillance contracts, so they are literally covering their cameras.

Sure, but then it's a lot easier to notice it's broken. It also makes a lot of noise, shooting a gun; a spray can is near silent.

It also can't be cleaned off as fast as paint, and costs more to replace.

These cameras tend to be in fairly heavy traffic areas which makes guns a poor option.

Depends highly on the city/town, not everywhere is super active 24/7, some cities do sleep.
