Isn't that entrapment and in most places illegal?

Entrapment requires the cops to purposefully encourage someone to break the law when they normally wouldn't.

This sounds like the cops were just hiding as construction workers rather than an umarked car.

Edit: Apparently it's purposefully construction based to encourage drivers to slow down around construction sites. Not sure its the best method for that, but I guess there is worse they could be doing.
