The companies will react by increasing the goals to make it impossible without AI, especially as the hardware and models improve. They could also shit on the environmental impact reason by showing that the internet and computers alone are bad for the environment and exempt the employee from using those so that they fall behind.

The real answer is decoupling the need to work and survivability and access.
