I’ll assume you genuinely don’t know the definition of femicide, but if it turns out that this is disingenuous, I’ll just stop replying.

Femicide is not defined as men killing women. It is defined as the killing of women or girls on the basis of their gender and is considered a hate crime. This change is just saying that hate part is enough to promote it to murder. The rest of the news release is talking about intimate partner violence and doesn’t specify the gender of the victim nor the perpetrator.
