I think it's a misunderstanding because of her ambiguous wording. Her point is that he's a dictator and opposed to democracy, like communist dictators have been. She's not saying he is also a communist.

There is a tendency for conservatives and liberals in the USA to call anyone they don't like a communist, but I think this isn't that. It's just a misreading of her words.
