Tate is getting what none of his victims got: due process and a chance at reform. Part of that process is going to be forming Empathy, a word meaning "to suffer together with others".
Why would his victims need that? They're not the ones who need due process or have reason to reform. ๐คจ
In this case it is inferred as a chance at freedom. Tate was a human trafficker, his victims were slaves.
