I'm also a fan of Technocracy, but I've almost never seen that well received.
It can sound elitist. However in a Technocratic society, education should be provided for free, giving nobody an advantage over anyone else as far as power to rule goes.
If you 10 random people from your city in a room, how many people could come to an agreement on something to improve their collective lives? Direct democracy can be scary but I do trust at least 70% of my equal peers to help everyone. In that system individualism is a failed concept because it gains you nothing.
I'm not sure if I clearly see your point, but what I do understand makes sense.
Education being fully socialized is critically important.
