In some states (like mine), they shove these laws allowing access into omnibus must pass bills, and since representatives cant vote down on them, you basically would have to vote everyone out. Better ideas is to show up at every city and county meeting, with your community members and make such noise about it, that they have to do something about it so they can't keep hiding behind under the counter deals.

Where I live, it was not voted on. They just showed up one day. They did have a city council meeting to discuss it, but they had it during 4th of july week--when most people in this small town are on vacation. I don't think that was an accident.
