My guess is “Code 99” / emergency priority.
Press your floor & then 99 and it heads to your floor without any other stops.
This is actually quite common on older elevators where I'm from. I suppose they didn't have the tools to make characters other than numbers in a mass produced way then?

If anyone can use the elevator, that would mean a lot of false code 99 by clueless people.
Maybe the manufacturer did not had buttons with negative numbers on stock and improvised?
I don’t think their idea is correct, but I’m curious how many people you think would press both 99 and the floor they want at the same time without prior knowledge of that outcome?
Not much, and mostly people touching it by accident or without stop to think that is not the correct and then pressing their desired floor.
But more than enough to not have an internal trigger for emergency scenarios so accessible to the public.
