Except it's not rational.
Countries with socialized health care systems do have abusers, but they are a tiny minority of the population, because most people don't want to spend their life in hospitals.
Roads are socialized everywhere but you don't see many people just driving around to make sure they get their "fair share" of road using/wearing out of their taxes.

Depending what we talk about, overusing resources does not translate in increased comfort or quality of life.
