Will be able to turn off - meaning on by default. It should be off by default.
The greens I think want it to be opt in.

Honestly I've been in thinking over it and solution might be algorithms that are both open source and cryptographically random. Open source ofc, people should know exactly how their algorithms work. Cryptographically random precisely because a fully open source algorithm might be easy to game. And this should be made compulsory
