Possibly but you need the context of how actually bad facebook ads moderation is. We already seen almost a billion euro fines for this and it's just the tip of the iceberg. I work adjecent to scam prevention and facebook ads are notorious for scams and Meya is intentionally loose with moderation because ads make shit ton of money and scammer's dollars are just as good as any.

So realistically it Meta benefiting from scams rather than pushing some agenda through ads which is still incredibly bad if not worse.
