It’s less so about some arms race between countries over the technology and more to do with a difference of global opinion.

Well, yeah, if you look at the data center build-out the reason for this is obvious. The US is destroying itself trying to build as many data centers as fast as possible, everyone else is taking it slow and steady. People are reacting to their material conditions.
