it's okay to tell kids no sometimes...
You can also just have some fun doing something stupid and low stakes that will make for fond memories for your child.
Its equally important for parents to set personal limits. Both for themselves and to teach kids that other people have limits, and that other people dont exist to entertain their every whimsy.
The "low stakes" youre thinking of might be someone else's last straw.
If a silly theme for your child's birthday once or year is the last straw, you probably shouldn't have kids. Obviously say no if they're asking for dumb shit every single day, but it's a birthday party and the kid is clearly just having fun. I'd probably still talk to my parents if they actually ever tried to have fun with me when I was young.
Or give them exactly what they request and let the disappointment become a life lesson.
