Why? H-1B visas allow activity that is considered illegal in Canada, for good reason.

If a qualified person from another country wants to work in Canada, they should get the job at going rates with no strings outside the regular work visa requirements attached.

It's more that this is a good opportunity to get international talent, not about the H-1B system specifically.
