Sounds like money laundering bribes. “You can’t pay me directly, but I have this wonderful crypto coin you can purchase.” Drives the price up, then sells for real money.

It's why he keeps saying he's going to have the government have an investment in crypto. So he can then buy it back from his bribers with tax dollars and they get their money back and the government is left holding the bag.
