It's solvable by offering Canadians better wages and working to lower the cost of living in Canada.
Getting a raise under 2% year over year when inflation went in the double digits in the pas 5 years, along with an out of control housing market, it's no surprise people are GTFO of Canada. Living in Canada is too expensive for the little pay we're getting.
That might make immigrants (and people) in general leave less, but I don't see how that would make high skilled immmigrants leave less than low skill immigrants, which is what the report is measuring.
I dunno. Maybe the low skills immigrants are coming from countries where the standard of living isn't as good as here, and finding a job in another country when ou have a low skill level is inevitably more difficult than if you're skilled. No?
