The ice agent got dragged previously when he broke the rear window of a Mexican national and got his arm stuck while reaching inside. The guy drove off and the agent was still trying taser the driver. This is in the NY Post article defending the ice agent.

Except that neither ice nor border patrol have jurisdiction over US citizens. And getting heckled on the job is a given when working with the public in America. And being sassy with law enforcement agencies should not be an automatic death sentence in the streets
