The army actually puts the effort into make sure they don't hire psychos. You want people who will follow orders and not just go off and do their own thing because they like power.

A guy literally put their reason for joining "to kill muslims" and was trained to do so, then sent to do so. Then the army acts like this is an isolated event when he gets caught murdering entire families.

An army has fitness tests and boot camps to filter out people unable (or unwilling) to follow orders. This is just them blindly opening the door to meet impossible hiring targets so the Whitehouse nut jobs don't yell at them
