This meme (motivational poster?) has to be circa 2003 - 2009. Looks like Marine recruits with M-16 A2s. The newer tan canteen pouch with the old green 782 alice gear belt and harness is a weird combination.
I think the used picture is even older than the meme itself, my guess would be that it is from roughly the Gulf War era.
Yeah this picture is confusing. I went to boot in '09. We wore deuce gear, but it was green. I can't tell if there are picatinny rails on the rifles or not. There's no ACOGs. I'm definitely leaning toward your timeframe, but something definitely feels off about it. Dunno.
I made another comment but my guess is the image in the meme is roughly Gulf War era... I've not been in the military but I don't think ACOGs became a thing that was basically standard issue untill... well even before you went to boot in 09.

Nah, digi cammies weren't gulf war. Dudes wore old deserts in Fallujah, IIRC.
I did boot in '09, and we qual'd ironsights, and got to SOI in August 2009 and we had ACOGs. I believe boot went ACOGs shortly after that. We also had A2s in boot in '09, and A4s in SOI. Full digi was sometime in 2004, and Fallujah was earlier that year, and so you saw guys in old cammies and digi.

... I guess if you're willing to induldge my mil-nerd questioning... do you know if the Army and Marines are mostly swapped over to some variant of MultiCam now?

Ha, I'm out for over a decade at this point, and I'm kind of an "I did my time" Marine. I do have some friends still in, who I'm fairly certain they're still wearing MARPAT digi cammies.
