The description says that one guy is alleging that the State Department covered it up. Does he allege that Biden did? If not, the title is clickbait... Of course Biden did not have a good track record on anti-genocide policies, so it's believable that he'd go along with this, but that's a different matter.
The president is the government's chief diplomat. Anything that the State Department does is the president's responsibility
