Most of them probably have expired drivers licenses.
Don't have to pay child support if the license is expired /taps head
So if you knock up a child, do you have to pay for both children?
They're bringing people in from other states too. Can't revoke licenses on behalf of another state, and can't break reciprocity.
Because you can arrest them when they drive without licenses, my friend. It really is that simple.
