So this guy was essentially the ring leader of a bunch of corrupt world leaders and powerful, rich assholes. It’s all making sense.

I don't think he was the ring leader. I think he was the go-between guy, the person who connected all of them with one another. He knew all of them and could connect any of them with another one and get them whatever or whoever they wanted.
