Pretty much exactly this. You stick useless people in these important roles so they can't get enough traction to try for your chair, but you also want people who are at least smart enough to do whatever you tell them to do. No offense to the Guthrie family but it was pretty clear that local LE and the FBI don't give a shit when it was weeks later that they asked people to send outdoor camera vids and even more clear when the local delivery driver was their only suspect after that.
