It is snowing in that picture so the cold wouldn't wouldn't be that bad.
Same temp in dry air would be so so much worse.
Northerners are weird animals. I've been known to wear a long sleeve shirt and a hoodie when the temp is expected to "peak" over 30f- but never shorts!
Keep the core warm
I teach at the university level and can confirm. A while back, it was 4ºF/-15ºC, and I saw someone dressed like this. I had about 4 layers on and was still cold.
It's always the person's with 4 layers vs the ones dressed like this.

Can confirm, we had this person at my school.
I can do just scarf, gloves, and summer clothes. When it gets really cold a long sleeve shirt and heated gloves. Its actually great. get legs splashed with muddy slush by a car? grab some clean snow and use it to wipe off your legs.
I'm usually like that, but last time I went for it there was a lot more wind than anticipated and it hurts. It's not even cold it's just pain.

Every time I see someone like this it angers me and fascinates me.
That’s only -4°F for the yanks. No biggie if it’s not too windy. We ski in that all the time.
